Around 3,294 treasury personnel in the local government units are simultaneously taking the Basic Competency for Local Treasury Examination (BCLTE) and the Ethics-Oriented Personality Test (EOPT) tomorrow, Sunday, 6 December 2015 in 14 testing centers nationwide of the Civil Service Commission (CSC).
Under Department of Finance Order No. 110.2015, dated 27 November 2015, Secretary Cesar V. Purisima ordered the mandatory examinations for appointed and designated local treasurers and assistant treasurers of the 81 provinces, 145 cities, and 1,489 municipalities across the country.
The results of the CSC examinations will be used by the DOF to map-out competency gaps and identify areas requiring priority capacity building interventions to promote professional growth and development of local treasury officials.
While the exams will have no effect on security of tenure, the DOF intends to use it as basis for promotions for those who will be appointed or designated to a higher position or LGU level assignment.
Secretary Purisima also envisions to build a pool of technically proficient and qualified candidates for vacancies in local treasury positions.
Under the Local Government Code of 1991, the Secretary of Finance appoints the treasurers and assistant treasurers of all LGUs.
All officials and personnel of the Bureau of Local Government Finance, including the regional offices, are also required to take the EOPT examinations on the said date.
The BCLTE is also mandatory all Local Treasury Operations Officers, and Local Treasury Examiners, and Financial Analysts of the BLGF.
