With the signing of this IRR, we now send a clear message to the world: The Philippines means business. We are ready to compete. We are a dependable economic ally. We offer stability amid uncertainty. And yes—we are Trump 2.0-ready.

But as someone who has spent three decades in legislation, I know for a fact that a law—no matter how meticulously crafted—remains only a promise on paper until it is delivered.

As we move forward with the actual implementation of the CREATE MORE Act, I urge every stakeholder—from government agencies to the private sector, from investors to ordinary Filipinos—to work closely with us to fully redeem its promises.
