Some 160 netizens have gone online to express their support for the speedy congressional approval of the proposed Tax Reform for Acceleration and Inclusion (TRAIN) bill that aims to lower personal income tax (PIT) rates and institute other reforms in the current tax system to make it fairer, simpler and more efficient.
A majority of those who posted comments on the Department of Finance (DOF) official and Better Buwis Facebook pages clamored for the reduction in PIT rates and backed the entire tax reform package.
Many of them also backed the DOF proposal to adjust fuel and automobile excise taxes.
Lito Simba said Package One of the Duterte administration’s Comprehensive Tax Reform Program (CTRP) is “good for the country” because it will “standardize and simplify the tax system.” He said the CTRP “should be easier to comply” with and “less cumbersome.”
Quirino Rep. Dakila Carlo Cua, the chairman of the House ways and means committee, sponsored the TRAIN measure–House Bill 5636–for second reading before the House plenary on May 23.
HB 5636 contained moderate modifications to HB 4774, the original TRAIN bill authored by Cua. Besides Cua, over 100 congressional representatives have co-authored HB 5636.
Many of those who posted comments online said the bill should be implemented soon and asked when the Congress would be able to finally approve the measure.
“We hope and pray this will be passed and gets implemented very soon. Thank you for working on this Department of Finance! God bless!” said Junel Compuesto Balid.
Gary Tongco said the PIT cuts “is good for the masang Pilipino who are just ordinary workers and earning less than P250,000.”
“Hope DOF through the leadership of (Carlos) Dominguez will push through and fight for this. Baka sa ganitong paraan, mararamdaman na ng maraming Pinoy ang ginhawa ng buhay given that they don’t change their lifestyle but address all basic needs.”
Sherwin Pascual Conjurado commented: “Thank you for pushing and lobbying this tax reform. Worker sector is, most often than not, always the last priority even if we are giving more to the government coffers. I am hoping that tax reform will be realized and implemented and enacted into law this year.”
Jally Narasid said: “Sa anong state na po ang ating bill? Sana maipasa na po ito sa lalong madaling panahon. Ako ay nagagalak na marinig ang balitang ito.”
Gladys Harder said she is “hoping and praying for its implementation the soonest” as “it will help improve our economy because it strengthen(s) the buying capacity of peso earners.” “Mas maraming nabibili ang nakakaraming pinoy kaya nakakabuti din sa negosyo at makapag-ipon na rin. It will improve the livelihood, peace and order,” she added.
“Implement now na” said Retchie Caballero Gaid Abel, while Bella Quilantang said “sana effective na ngayon.”
Jmee Aliquin Roquez said: “I’m so glad na kasama ako dyan kac I’m working here in Manila and I need to send money to my family in the province. Malaking tulong talaga if sana ma-implement pang bayadrent din yan. I am supporting this tax reform.”
Bayani Abarientos said “the principle of CTRP is really good, it should be pass(ed) by the lawmakers, except only if the lawmakers are against the poor. God Bless to that proposed tax reforms.”

Julio Tuberon said on the proposed adjustments on fuel excise taxes: “Pabor ako sa panukalang ito. Tiyak nmanna magagamit ng maayos yung makokolektang buwis dto lalot si Tatay Digong namumuno ngayon.”
Azhee Nher Miraflor agreed and said: “kung sino ung mas madaming gumagamit un dapat mas mataas na bayaran sa tax.”
Amelia Ibana de los Santos said the fuel excise tax increase is better than imposing a direct tax on poor and middle income earners. “Mas mabuti eto kaysa ung direct tax na kaltas sa mahihirap o medium class earners.”
On the proposed hike in automobile excise taxes, Jeff Doomed said: “Pabor ako dito. Kung gustong umangat ang bayan, kelangan lahat mag sakripisyo. Sa totoo lang ang pagmamay ari ng sasakyan is a LUXURY at kung gusto mo magkaron kelangan handa ka gumastos talaga. Tama yan para lumuwag ang mga kalsada at mabawasan ang polusyon.”
Finance Undersecretary Karl Kendrick Chua has expressed the hope that lawmakers would retain the original features of the TRAIN bill when the Congress finally passes the measure.
Among the key features of the substitute bill are the following: 1) the lowering of PIT rates as proposed by the DOF but indexed to cumulative Consumer Price Index (CPI) inflation every three years; 2) a flat rate of 6 percent for the estate and donor’s taxes 3) broadening the tax base by removing special laws on VAT exemptions, and limiting the VAT-free privilege only to raw food, education and health, and those enjoyed by seniors and persons with disabilities;
4) staggered “3-2-1” excise tax increase for petroleum products from 2018 to 2020 but with no indexation to inflation, and liquefied petroleum gas (LPG) used as feedstock to be exempted from the hike; 5) a five-bracket excise tax structure for automobiles with a two-year phase-in period for the tax increases; and 6) earmarking of 40 percent of the proceeds from the fuel excise tax increase for social protection programs for the first three years of the tax reform measure’s implementation.
Finance Secretary Carlos Dominguez III said the first package of the CTRP will serve as the “cornerstone” of the funding for the government’s ambitious “build, build, build” infrastructure program, which will require some P8.4 trillion over the medium term.
Dominguez said that Malacañang’s plan to accelerate spending on infrastructure and on human capital by upgrading the country’s educational and health care systems, along with its goal to lower income tax rates to sharpen the Philippines’ global competitiveness, would require additional revenue measures that could only be generated in part via the CTRP.
