The DOF has raised a total of USD22.55 billion in budgetary support financing from the ADB, World Bank, AIIB, AFD, JICA, KEXIM-EDCF and foreign currency denominated global bonds. In addition, grant and loan financing amounting to a total of USD3.25 billion have been contracted in support of various projects to be implemented by agencies involved in COVID-19 response.

- There are no collaterals in any of the loan agreements signed by the Philippine government.
- A waiver of immunity is standard across loan agreements the Philippines has signed, whether explicitly stated or implied via an agreement to arbitral proceedings. A waiver of immunity only allows the Philippines' counterparty in an agreement to take the country to arbitration, in the unlikely event that the Philippines defaults on its loans.
- Arbitral rulings are still subject to the Philippine Constitution, court system and public policy.
- The Philippine government is managing its debt responsibly.

Summary of Infrastructure Flagship Projects (IFPs) funded in part through Official Development Assistance (ODA) with signed agreements
The project covers the installation of electric motor-driven pumps, the construction of pumping station and appurtenant structures, and the construction of irrigation canals, facilities, and other appurtenant structures. The project will irrigate around 8,700 hectares, benefitting about 4,350 farmers, thereby serving 21 barangays from Tuao and Piat in Cagayan, and Pinukpuk in Kalinga.
The New Centennial Water Source-Kaliwa Dam Project (NCWS-KDP) is an integrated system that includes the 600 million liters per day (MLD) Kaliwa Dam, its intake and other appurtenant facilities, and a 2,400 MLD capacity raw water conveyance tunnel.
Component of the Pasig-Marikina River Channel Improvement Project (Phase III), which entails the construction and improvement of the 5.4 km stretched of Lower Marikina River Channel from Napindan Channel to Manggahan Floodway and 9.9 km remaining sections between Delpan Bridge and Napindan Channel.

The Safe Philippines Project, Phase 1 of the Department of the Interior and Local Government (DILG) aims to provide an Intelligent Video Surveillance, Analytics, and Communications system linked via a dedicated Multimedia Critical Communications infrastructure in 16 Local Government Units (LGUs) in Metro Manila. This Project shall involve the construction of a Converged Command and Control Center and integrated operations through the purchase and installation of equipment and rendering of related services. The participating LGUs are Pasig City, Marikina City, San Juan City, Mandaluyong City, Pateros, Caloocan City, Valenzuela City, Navotas City, Malabon City, Parañaque City, Las Piñas City, Quezon City, City of Manila, Taguig City, Muntinlupa City, and Pasay City.
The Samal Island-Davao City Connector Project of the Department of Public Works and Highways aims to provide a permanent road linkage between Davao City and the Island Garden City of Samal, thereby reducing travel time and dependency on ferry services. This Project has an approximate length of 3.98km which involves the constructions of i) a toll-free 4-lane extradosed bridge with an approximate length of 2.8 kilometers and a width of 24.2 meters; and ii) interchanges with the existing road network, local existing junction improvements, viaducts over sections of land, and approach bridges over marine area.

The Priority Bridges Crossing Pasig-Marikina River and Manggahan Floodway under Chinese Government Financing (Three Priority Bridges) Project of the DPWH aims to improve road transport network capacity and efficiency in Metro Manila and alleviate traffic congestion by providing additional fixed links (bridges) and alternative routes crossing the Pasig-Marikina River and Manggahan Floodway.

Expected to contribute to the expansion of Metro Manila’s economic sphere, and alleviate air pollution in the area, the North -South Commuter Railway, Phase I (NSCR Phase I) (Malolos-Tutuban) aims to strengthen the transportation network and decongest Metro Manila through developing a new railway from Malolos, Bulacan to Tutuban, Manila.
The supplemental loan will cover the following scope of works under the Project:
a. Realignment of Solis-Blumentritt-Tutuban segment in Manila; and
b. Increase and change in specification and amount from the me of the previous Project appraisal in 2015
The NSCREP aims to strengthen the connectivity of urban transportation and enhance the transportation capacity in and around Metro Manila, through the extension of the NSCR to Clark International Airport, Pampanga Province in the north and to Calamba, Laguna
Province in the south.
The 2nd tranche will finance the increase in total cost of the subject Loan from PHP628,420.89 Billion to PHP690,361.16 Billion, covering the following: (i) transfer of the scope of the electrical and mechanical (E&M) package in the Solis- Blumentritt -Tutuban segment (except Solis station) from the NSCR Project to the E&M package in NSCR extension, considering the efficiency of project implementation; and (ii) additional cost due to the transfer of a second between the South edge of the Senate staon to Bicutan station of Metro Manila Subway Project (Phase 1) (MMSP) to the Project for cost optimization purposes as requested by DOTr-Philippine National Railway. Said transfer involves both the civil and architecture, and the electrical and mechanical system (EMS) packages. Although the EMS for this segment will be part of MMSP, for contracting purposes, the cost will be financed by the NSCREP.
The MRT 3 Rehabilitation Project includes provisions for capacity including rolling stock, rail tracks, signaling system, power supply system, overhead catenary system (OCS), communications system, and depot and staon equipment.
The supplemental loan for the Project will finance the additional scope of works under the Project, which includes the following:
a. Integration and capacity expansion;
b. Complete rehabilitation;
c. Operation and maintenance (O&M) concession dovetailing with the expiry of the Build-Lease-Transfer (BLT) agreement in 2025; and
d. Addition and extension of maintenance works to account for the six-month period of community quarantine due to the COVID-19 pandemic.
The Project, which is on its third-tranche of implementation, aims to accommodate the increasing transport demand and alleviate the serious traffic congestion in Metro Manila and mitigate air pollution and climate variation by constructing a subway line.
Said Project involves the design and construction of a 27.5 kilometer subway line from Valenzuela to Bicutan and NAIA Terminal 3 with a 33.1 kilometer electromechanical system, which would also cover the physical integration with the North South Commuter Railway (NCSR) System (i.e. FTI to Bicutan). It also involves the construction of a depot and 17 stations (two of which will be constructed through a separate loan under the NCSR System), and the procurement of 30 train sets.
Project aims to improve transport capacity and efficiency in the Pan-Philippine Highway Network in the Central and Northern parts of Luzon by constructing an alternative road bypassing the existing Dalton Pass, thereby contributing to the economic and social development of Central and Northern Luzon.
Specifically, the Project is a proposed 23-km alternative road, consisting of a four (4)-lane road, with two (2) lanes in each direction, bypassing the existing 77-km Dalton Pass East Bypass Route. Additionally, it involves the construction of a 6.121-km tube section, with the longer section of the northern and southern tunnels approximately measuring 4.516 km and 1.605 km in total length, respectively. It likewise involves the construction of ten (10) bridges with a total length of 5.828 km, as well as slope protection works.
The Project aims to develop a new airport facility complying with domestic and international standards for operational safety and efficiency. It is envisioned to enhance the tourism and trade potential, economic activities, and standard of living in the province of Negros Oriental.
Said Project will cover 197.55 hectares (ha) of land development in the Municipality of Bacong, Negros Oriental, with 192.03 ha for the airport and 5.52 ha for access and diversion roads. The scope of works will involve detailed engineering design (DED), civil works, construction supervision services, project management, land acquisition and compensation, and maintenance supervision.”
The Project aims to facilitate the transport of people and goods between Laoang Island and Samar mainland, contribute to the growth of the Municipality of Laoang, which is relatively underdeveloped and establish a foundation for sustainable economic development. It comprises two marine bridges
namely Laoang II Bridge and Calamotan Bridge with a total length of 800 meters (m) and 605 m, respectively, and the improvement of existing roads with a total length of 15.011 kilometers.
To be implemented for six (6) years, said Project will involve the construction of the abovementioned bridges to directly connect the isolated island municipality of Laoang to the main road network of Northern Samar/Samar mainland and will complement the SPCR Project Phase I which involves the construction/ improvement of an 11.607-km road from Simora to Palapag, and the construction of bridges
(Simora Bridge, Jangtud Bridge and Jangtud 2 Bridge). Once completed, the circumferential loop connecting the Samar Island Coast will serve as the main road,
contributing to the economic growth of Laoang in Northern Samar.
